Delaware is prioritizing a plan to make state testing more relevant to teachers and students by measuring growth versus status in meeting standards. The idea resembles at the state level what many districts attempt to accomplish individually by using MAP tests as benchmark assessments to learning and growth.
From the article:
For example, if a fifth-grade student is struggling in reading, the summative test only would show that he is not at grade-level. The benchmark test would show he is reading at a third-grade level in September and at a fourth-grade level in May. Likewise, the benchmark test would show that the fifth-grader is at a seventh-grade math level whereas the summative exam would only indicate that he knows the fifth-grade material.
Watertown is currently investigating MAP testing as a means of assessing growth over time so student programming reflects instructional needs that are based on usable data.
